Agreement on the Partnership of Singapore – Thailand Pre-hospital Care Training
This Agreement is made on the 27 day of March 2004.Between Singapore (here in after called “EFAR”) and Fire and Rescue Association ( here in after called “FARA”) on the terms and conditions herein specified. a) Objective : 1) To get numerous exchanges of bilateral views on updated medical knowledge,pre-hospital care technique and training methods; 2) To enhance the promotion of first aid knowledge and technique to the citizens of these two countries; 3) To enrich the upkeep the caliber of the instructors of both parties relating to pre-hospital care training; 4) To establish friendlier ties with the pre-hospital care organizations of Asia and every corner of the globe. b) Items of Co-operation: 1) Basic First Aid talk / Awareness 2) Standard First Aid Course 3) Cardio-Pulmonary Resuscitation Course 4) Industrial First Aid Course 5) Wilderness First Aid Course 6) Basic Trauma Life Support Course c) Venue of Training Either in the training centre of two parties d) Training Instructors The following instructors of each party are identified by bilateral sides as the instructors who could conduct training programme in EFAR or FARA.

e) Training Facilities Training facilities (including all training aids and writing materials) should be prepared by the course organizer of the concerned partner. f) Training Notes: An identical training note of respective course should be worked out by mutual agreement g) Certificate: 1) Both partners agreed to accept each other’s certificates as state in Para (b),(1),(2),(3),(4),(5),(6) and where necessary to convert the respective certificate to local requirements. 2) Reasonable administration fee (to be negotiated and confirmed) will be levied for issuing of such certificates. h) Obligations: 1) EFAR recognized FARA as the one and the only co-operative partner in Thailand; 2) FARA recognized EFAR as the one and only co-operative partner in Singapore; 3) Qualifications stated in Para (b) obtained in respective Training Centre should be recognized by the both parties; 4) Training instructors as listed in Para (d) could conduct training programmes either in Singapore or Thailand. Copies of technical qualification of all the captioned instructors should be kept by both parties; 5) Useful and constructive activities between two parties such as friendly visit, exchanges of bilateral views on updated medical field, training methods and pre-hospital care knowledge and techniques should be held in due course. i) Period and Termination of Agreement This Agreement is made in duplicate, and becomes valid commencing from “Date” and thereafter it shall be renewed automatically each subsequent year for a period) of twelve (12) months (thereafter called “extended periods”) unless terminated by either parties hereto giving notice in writing at least sixty (60) calendar days of this Agreement or any of its extended periods
